He is the Director of Clinical Research of the Alan Edwards Pain Management Unit at the McGill University Health Centre and Executive Director of the Canadian Consortium for the Investigation of Cannabinoids.

Meredith Fisher-Corn, MD is a board-certified physician specializing in anesthesiology, perioperative and pain medicine. Marcel O. Bonn-Miller, PhD, is a Research Health Science Specialist at the National Center for PTSD and Center for Innovation to Implementation at the VA Palo Alto Health Care System as well as Center of Excellence in Substance Abuse Treatment and Education at the Philadelphia VAMC, and Adjunct Assistant Professor in the Department of Psychiatry at the University of Pennsylvania Perelman School of Medicine. He received his B.A. and Ph.D. in Clinical Psychology from the University of Vermont and was a Postdoctoral Fellow at Stanford University School of Medicine. Dr. Bonn-Miller has dedicated his career to understanding the interrelations between cannabis use and PTSD symptomatology, with the aim of informing intervention and prevention strategies. Dr. Bonn-Miller is internationally recognized as a leading expert in the study of cannabis use among individuals with PTSD. He has served as PI or Co-I on dozens of grants varying in focus from experimental laboratory-controlled to prospective outcome studies, including a VA Career Development Award. Approximately 50 of his 98 peer-reviewed empirical publications have investigated cannabis comorbidity, most with a focus on PTSD.
Jeffrey Y. Hergenrather, MD, Private Medical Practice in Cannabis Consultations
Dr. Jeffrey Hergenrather is a general practitioner specializing in cannabis consultations since 1999. His medial experience includes 26 years in emergency medicine and private general practice that includes use of cannabis as medicine since 1977. He continues in an active consultation practice in California that includes telephone and on-line consultations in using cannabis for medical problems.
Dr. Hergenrather’s practice, research, and teaching focus on the medicinal uses of cannabis through a wide range of conditions and age groups. He is a founding member of the Society of Cannabis Clinicians developing educational programs and clinical studies with physician members of the Society. He is a member of the International Cannabinoid Research Society (ICRS) and the International Association for Cannabinoids in Medicine (IACM). He serves on the scientific advisory committee for the IACM. Additionally, Dr. Hergnrather has worked with local governments in creating safe access to cannabis medicines.
Dr. Rikin Mehta, Senior Deputy Director for the Health Regulation and Licensing Administration for the DC Department of Health
Dr. Rikin Mehta has been appointed Senior Deputy Director for the Health Regulation and Licensing Administration for the DC Department of Health, effective January 13, 2014. Dr. Mehta (or “Rik”) comes from the U.S. Food and Drug Administration (FDA) where he served as the Deputy Director for the Division of Medical Policy Programs at the Center for Drug Evaluation and Research (CDER), Office of Medical Policy. As the Deputy, Dr. Mehta created and led the Nonprescription drug Safe Use Regulatory Expansion (NSURE) Initiative exploring regulatory methods to alleviate the under-treatment of common conditions or diseases through the use of innovative technologies or other conditions of safe use to expand access to medications.
Dr. Mehta started his FDA career in CDER, Office of Compliance (OC), where he worked primarily on the Agency’s unapproved drugs initiative. His responsibilities included ensuring industry compliance for the drug approval process, better patient access to safe and effective medicine. Following this work, Dr. Mehta served on detail as Senior Advisor for Globalization. In that role, he advised a working group that published the Commissioner’s Special Report on the Pathway to Global Product Safety and Quality. Dr. Mehta was also involved in creating a new sub-office within CDER’s Office of Compliance focused on drug security, integrity and recalls to work on domestic and international policies related to supply chain security and anticounterfeiting. In this position, he enhanced the programmatic mission for global supply chain security by working on a 6-month tour of duty at the World Health Organization in Geneva, Switzerland to further elements of a global surveillance system for detecting and reporting counterfeit drugs. Notably, Dr. Mehta served as an FDA technical advisor to INTERPOL and member of their coordination committee for a week-long operation called Operation Pangea IV. This operation involved the coordination of 81 countries and resulted in multiple arrests and the seizure of 2.4 million potentially harmful medicines worth USD 6.3 million worldwide.
Prior to FDA, Dr. Mehta worked as a drug store pharmacist as well as an emergency room/critical care pharmacist at a university hospital. Dr. Mehta received his B.S. in pharmacy from Rutgers University and Pharm.D. from the University of Arkansas for Medical Sciences. He later received a J.D. from Rutgers University School of Law and a Master of Laws in Global Health Law and International Institutions through a joint program with Georgetown University Law Center and the Graduate Institute for International and Development Studies in Geneva, Switzerland. Dr. Mehta is originally from Houston, Texas and lives in the District of Columbia with his wife Reema, son Shailen and his puppy Dexter.
Dr. Michelle Sexton, Naturopathic Doctor and Executive Medical Research Director at the Center for the Study of Cannabis and Social Policy
Dr. Michelle Sexton is a Naturopathic Doctor and Executive Medical Research Director at the Center for the Study of Cannabis and Social Policy. She is the Founder and Chief Science Officer of Phytalab, the first WA State Cannabis testing facility. She was a paid contractor for the WSLCB to develop the laboratory certification process for I502. Dr. Sexton is a technical advisor and editor on the Cannabis Monograph, adopted for quality control guidance for I502 Cannabis. She is internationally known for her work, research, patient advocacy and industry leadership.
She completed a three-year NIH-funded postdoctoral fellowship at the University of Washington in the Departments of Pharmacology and Psychiatry and Behavioral Sciences, where she conducted a clinical study examining the effects of Cannabis use on some defined immune parameters in patients with Multiple Sclerosis. She has published original research in peer-reviewed journals and presented her research internationally. Her most recent projects include documenting the natural history of parents administering cannabidiol-rich Cannabis to their children with intractable epilepsy and conducting a Cannabis Use survey in collaboration with Bastyr University.
